How To Apply
Operation Fuel partners with more than 100 agencies across the state to provide low-income families with year-round emergency energy assistance. As a nonprofit organization, Operation Fuel raises funds for energy assistance through individuals, corporations, and foundations. These funds are distributed as emergency energy assistance grants to qualified applicants who have applied at one of our partner agencies.
In order to apply for an Operation Fuel utility or deliverable fuel grant, you must submit an application through one of our partner agencies (fuel bank).

By dialing 2-1-1, a toll-free number throughout Connecticut, you will be connected to a knowledgeable, multilingual staff who will provide you with information, referrals, and help in your time of crisis.

How It Works
- Operation Fuel provides a one-time grant of up to $500.00 to assist families with their energy bills.
Operation Fuel is energy blind, meaning we assist with all energy types – oil, electric, natural gas, kerosene, wood, propane, pellets, and other energy sources.
If your grant is being applied to an electric or gas utility bill, Operation Fuel’s grant can be used to prevent a shutoff or restore utility service.

- Operation Fuel serves households whose income does not exceed 60% of the State Median Income Guidelines, which include, but are not limited to, the elderly, disabled, working families, or individuals facing a financial crisis. Please see the chart below for Income Eligibility Guidelines.
Household Size Maximum Yearly Income
- When the Connecticut Energy Assistance Program (CEAP) is accepting applications, Operation Fuel requires that all clients apply for CEAP prior to applying for an Operation Fuel grant, for primary heat sources. If you are denied a grant from CEAP or have exhausted your CEAP benefit, please call 2-1-1 to determine whether or not you qualify for an additional grant.
- You will need to bring proof of the last 4 weeks of income for all household members, the name of your fuel vendor (for deliverable fuel customers, only), or your utility bill and payment history (for electric and gas utility customers, only).
